The system is in a testing phase until it comes fully into force in March 2027, while the new portal lets players see their activity across every licensed operator in one place.
Spain has opened its joint deposit limit system, which counts a player’s deposits across every licensed online operator against one combined limit. The Ministry of Social Rights, Consumer Affairs and 2030 Agenda, through the Directorate General for Gambling Regulation (DGOJ), launched it on 21 October 2026 alongside a new Player Portal.
How the joint limits work
Until now, each operator set its own deposit limits, so a player with several accounts could deposit more in total by spreading activity across sites.
However, under Royal Decree 520/2026, the DGOJ adds up a player’s deposits across all their accounts in real time. Once the combined total reaches the limit, operators cannot accept further deposits and must tell the player why.
The existing per-operator limits stay in place, and the joint limits apply on top of them. Every player starts with the same default limits:
Changing a limit
Players can lower, raise, or remove their joint limits, but the rules differ depending on the direction:
- Lowering a limit takes effect immediately.
- Raising or removing a limit takes three working days. The ministry says the delay is there to prevent impulsive decisions.
- After an increase, players must wait three months before they can request another increase or remove the limit.
- Before any increase or removal, players are shown information on the risks of gambling.
What the Player Portal does
The Player Portal brings together information that was previously split across a player’s separate accounts. Access is free through Spain’s Cl@ve digital identity system, and anyone can log in, whether or not they hold a gambling account.
Players can use it to:
- view their deposits, stakes, winnings, and losses, with activity history and aggregated statistics
- check which gambling accounts are registered in their name, to spot possible identity theft
- set custom alerts on spending and gambling activity
- manage their joint deposit limits and check that operators have applied any changes
- download activity certificates for full years
The ministry said (translated from Spanish):
‘This platform aims to strengthen players’ ability to know, understand and control their gambling habits, making it easier to access information about their own activity.’
Who it affects and what happens next
The ministry says the measure will mainly benefit people who gamble with more than one operator, roughly a third of active online players in Spain. The decree adds that players with two operators are the largest group among them, and that about 80% of accumulated losses are concentrated among 10% of players.
Jdigital, the trade body for Spain’s licensed online operators, has questioned whether the measure is proportionate, citing DGOJ data that around 80% of online players use a single operator.
For operators, the decree means connecting their deposit systems to the DGOJ’s central system and checking it before accepting any deposit.
They must also explain the joint limits in the safer gambling section of their websites. Only the DGOJ will see the combined data, which the ministry says avoids unnecessary data sharing between operators and better protects players’ personal information.
According to the ministry, the system is in a testing phase but already fully available to players, and it comes fully into force on 26 March 2027. The decree itself takes effect nine months after its publication in the Official State Gazette (BOE) on 25 June 2026, and the BOE lists that date as 25 March 2027.
